Migration and Asylum - Towards a Joint European Response

A compilation of essays to foster awareness, expertise, and understanding regarding current developments, positions, and challenges in the further process for the implementation of the New Pact on Migration and Asylum.

The European Commission's "New Pact on Migration and Asylum," introduced in September 2020 under the German Presidency of the Council of the European Union, aimed to establish a long-term framework for regulating migration, recognising the connectedness of Member States' policies. In 2023, both the Swedish and the Spanish Presidency of the Council made significant efforts to advance the negotiation process, resulting in a "historic agreement" on key proposals shortly before the end of the year. However, the devil lies in the details, and there remain hurdles to surmount before Member States can ultimately implement the strategy.

The Hanns Seidel Foundation and the Istituto Luigi Sturzo have closely monitored these recent developments and compiled a publication of expert articles on the topic. This document addresses crucial questions such as the potentialities arising from the new elements in the New Pact on Migration and Asylum, the main challenges in implementing the Pact and ensuring the effectiveness of agreed measures. But foremost it deals with the question whether the Pact equips Member States and EU institutions with the best instruments to prevent future migration crises and manage migratory flows effectively.
